The WCPSS Board of Education voted to approve a capping plan for Enloe High for the 2015-2016 school y\"cappingear.

The cap is for the number of base assigned students to Enloe High, and will not impact the number of magnet seats.

Base students capped out of Enloe High will attend either Broughton High or Athens Drive High.  Those who move into the base area located north of MLK Blvd. will attend Broughton High.  Those who move into the base area located south of MLK Blvd. will attend Athens Drive High.

WCPSS staff expect that just over 100 students will be capped out at Enloe High School for the 2015-2016 school year.

\"EnloeThis number is based on data from the 2014-2015 year.  During the first three months of the school year, Enloe added 113 students to its base population.  That’s a 10 percent increase in the base population, and is greater than the increase seen at Athens Drive and Broughton high schools during the same period of time.

Athens Drive and Broughton were recommended as the two schools for those capped out students to attend.  Using a map that shows where those 113 students moved into the Enloe base area, staff recommended students living south of MLK Blvd. attend Athens Drive, and those living north of MLK attend Broughton.

These recommendations take advantage of existing transportation routes for Broughton High.  However, an additional two to three buses will be needed to carry students to Athens Drive.  An estimated cost of $35,000 per bus was provided by the transportation department.

A final decision will be made at an upcoming Board of Education meeting.

Students who will be capped out of Enloe High School for next year are yet to have a place to land when the school year begins.

School board and staff discussions have considered both Southeast Raleigh High and Broughton High as options.  Both have been dismissed as reasonable options.

Staff were asked to consider other schools where students in nearby areas attend.  These include Leesville Road, Millbrook, Knightdale, and Athens Drive High schools.  One consideration included that buses already carry nearby students to other schools and some transportation efficiencies would be realized.

Many BOE members felt the discussion underscored the need for high school seats inside the beltline.  Keith Sutton stated that, “the data may never show this is a high growth area but capacity is needed here.”

Fletcher agreed, and further pointed out that there are real estate challenges with building a high school campus inside the beltline – “A 60 acre high school won’t be opening inside the beltline anytime soon.”  A new high school campus in Wake County typically utilizes a 60 acre parcel of land.  And those just are challenging to find in almost every area of Wake County, let alone inside the beltline.

Expect these issues at the surface as WCPSS and the Wake County Commission consider plan operating budgets and bonds for capital improvement.  Bill Fletcher noted that, “this is the result of chronic underfunding of capital needs – we need seats.”  Both issues are likely to be on the agenda at the joint meeting of the two groups on Monday, January 26.
